The blog by Malcom Morley from the World Bank Group starts with the question “If public sector organizations can’t develop effective partnership working among themselves, how can they maximize value from partnerships with the private sector?“. A way that Malcolm highlights which can help to create effective joint working, is to use the Staircase of Relationships from The Public Private Partnership Handbook: How to Maximize value from Joint Working.
The staircase is a nice visual why partnerships take typically 18 months or more to get to a point of being effective as partnership, i.e. performing and transforming. Each step of the staircase however means an investment in time and resources which is needed to be addressed if PPPs are to reach the highest step on the Staircase of Relationships.
